How to prevent certain users from receiving tickets that they could not process anyway ?

This requirement is in fact ensured right at the beginning : instead of blocking the receiving of a ticket by an unrelated user, Blue Chameleon rather primarily prevents it to be assigned to that wrong user.
 
Assignments rights are set from ticket user administration page (as accessible via Image s_Helpdesk / Image z_Administration / Image z_Users, for instance :

There, that user will not be able to send any ticket to Admin and to any user member of the Accounting user group : as shows the picture below, Admin and the Accounting user group will not even appear in the Assignment menu :

It can be noticed that user Mary, who is also a member of the Accounting group, still appears in this menu : but she appears as a member of the External user group, to which assignment was authorized. That is because the Blue Chameleon ticket assignment system is not based upon a user's skills, but upon her/his skills as a member of a particular user group.
