The rights to access news and to publish news to user groups
First, a given user will have access to news according to the news rights
that she/he has been granted.
In order to avoid news delivering to recipients that would not be interested by them, a news user possesses publishing rights for every user group that exists, being able to publish or not to users belonging to a given user group.
