Provided user's 'Bill management' rights are set to 'Administration', the eponymous tab appears and shows what is featured at Fig.7.95.
The first part defines the default billing when adding an service article is added in the interface just under it. This interface works similarly as in Allowed services for a project.
For instance, setting user Jack Jones has having the service article 'Airbrushing and enhancing' (as default) will mean that, for projects without any service defined, this service will be proposed when bringing up the add service interface.
